When I get home (on vacation) I will, just for kicks, throw in a Win10 install I have on SSD and bootcamp into that, see if a change in OS does anything. This machine never had Sierra on it, and there's no way to downgrade. I found a thread on the xplane site that had several people who lost framerate significantly on the upgrade from Sierra to High Sierra. Computer's plugged into AC, nothing else running, and it's barely breaking a sweat fan-wise.
And I was flying at my old hometown of KEKM in northern Indiana, which is about as sparse as you can get. It's also a brand new computer, brand new OS install plus latest updates. To answer a few questions, this is the 3.1 GHz quad-core i7-7920HQ, which, other than the new iMac Pro, is the fastest CPU Apple puts in a computer in 2017. I was getting 25 to 30 fps on a 2010 mac pro with 12gb ram and a 970. I have a Mac and a PC, I also work for Apple support.

Reinstall your drivers as cleanly as possible and run some OpenGL benchmarks to help isolate issues. You may have to take some measures to make sure that there are no vestiges of older drivers hanging around that could be screwing things up. Poor performance on decent equipment circles around OpenGL and Drivers. X-Plane relies upon a good installation of OpenGL to function properly.
The program is also running at lower resolution than usual for most people. The AMD 560 is not a slouch, being the rough equivalent to the Nvidia 760 series. The machine is the equivalent of what many people are using with HIGH settings on PC's. It is unlikely to be a "bug" as the program IS running.
